El Ministerio de Comunicaciones solamente autorizará el ejercicio de actividades de telecomunicaciones que utilicen sistemas de radiomensajes en el establecimiento de redes privadas de telecomunicaciones en áreas de servicio departamental y municipal. El Ministerio de Comunicaciones para su autorización, tendrá en cuenta que no exista en el área de servicio solicitada, un operador que preste en las mismas condiciones el servicio de telecomunicaciones que satisfaga la necesidad privada de telecomunicación.
