Art. 1°. En los puertos de la República habilitados para la importación i exportación, donde no haya establecidas aduanas, los rejistros de los buques nacionales o que se nacionalicen, se harán ánte los capitanes de Puerto, o de los funcionarios que mas adelante se indicarán, quienes espidirán las patentes de navegacion i tomarán .
