En la plaza principal del Valparaíso, Municipio del Departamento de Antioquia, en cuya jurisdicción nació Rafael Uribe Uribe, se erigirá una estatua suya en bronce, en cuyo pedestal se grabara esta leyenda: "El Congreso de Colombia a Rafael Uribe Uribe en el primer centenario de su nacimiento 12 de abril de 1859-12 de abril 1959". Enseguida se indicara el número y el año de esta Ley.
