Oportunidad. La celebración de una audiencia pública ambiental procederá en los siguientes casos:

Con anticipación al acto que le ponga término a la actuación administrativa, bien sea para la expedición o modificación de la licencia ambiental o de los permisos que se requieran para el uso y/o, aprovechamiento de los recursos naturales renovables;

Durante la ejecución de un proyecto, obra o actividad, cuando fuere manifiesta la violación de los requisitos, términos, condiciones y obligaciones bajo los cuales se otorgó la licencia o el permiso ambiental.
