Las disposiciones de la presente Ley regirán en reemplazo de las Leyes 101 de 1919 y 71 de 1916 (artículo 7°), en las regiones donde se adelanten los trabajos del Catastro. Nacional. Y en tales regiones el plano previsto en el Artículo 148 de la Ley 4a de 1913, debe ser ejecutado por un Ingeniero Catastral.
