° El explotador es responsable directo de la aplicación y cumplimiento del presente Reglamento. Cuando se celebren contratos con terceros, para ejecución de actividades mineras, éstos estarán obligados a cumplir con las exigencias establecidas en este Reglamento, siendo solidariamente responsables con el explotador.
