El Consejo de Estado no podrá reunirse sino con asistencia de cinco de sus miembros, cuando menos. Las sesiones serán presididas, a falta del Designado, por el Vicepresidente, el cual será elegido el primero de diciembre de cada año. A falta de éstos presidirá uno de los Consejeros por orden alfabético de apellidos.
