° Los Departamentos donde se altere el orden público serán regidos, cuando así lo determine el Gobierno, por un funcionario que ejercerá conjuntamente la autoridad civil y la militar, que será de libre nombramiento y remoción del presidente de la República y que se denominará jefe civil y militar . Estos empleados durarán mientras este el departamento en estado de sitio.
