Ley 100 de 1938 · sobre facultades extraordinarias al Presidente de la República

En uso de esas facultades podrá el Gobierno decretar los auxilios, fijar su cuantía, determinar las personas que deben recibirlos y las formalidades que deban llenar, y abrir en el Presupuesto de rentas y gastos los créditos o hacer los traslados a que haya lugar.

Parágrafo

Lo dispuesto en este artículo no implica reconocimiento, ni desconocimiento de derechos que los damnificados consideren que les asiste para exigir indemnización del Estado; pero cualquier cantidad recibida como auxilio se imputará a favor del Estado en caso de litigio.
