Partidas insuficientes . Si el jefe de alguna de las dependencias de que trata el artículo 31, estimare que la partida asignada resulta insuficiente para Ia aten ción completa de los programas y actividades que proyecta desarrollar durante el año respectivo, la comunicará al gobernador antes del 10 de septiembre exponiendo las razones del caso para que este decida lo pertinente. Antes del 20 de septiembre el gobernador informará su decisión por conducto del Secretario de Hacienda:
