Art 30. Los Gobernadores de los Departamentos, tan luégo como reciban el presente decreto, procederán á expedir los reglamentos que juzguen indispensables atendidas las necesidades de la localidad, para llenar los vacíos que noten en el presente decreto y para que tanto éste como la Ley sean eficazmente observados.
