Los contratistas de explotación de sustancias a que se refiere el artículo 110 del Código Fiscal, podrán traspasar sus contratos, previo permiso del Gobierno, a cualquier persona natural o jurídica. El traspaso no podrán hacerlo en ningún caso a favor de Gobierno o de Nación extranjeros. El Gobierno podrá negar el permiso por razones de legalidad o de conveniencia nacional. Si el traspaso se efectúa a favor de extranjeros, éstos deberán someterse a las leyes de la República y a las disposiciones sobre extranjería.
