Las juntas deberán ceñirse a las disposiciones del plano regulador donde exista, para fijar las zonas que puedan ser urbanizadas o destinadas a los propósitos de este decreto, y también para el desplazamiento de aquellas que por razones higiénicas, sanitarias, comerciales, industriales, de ornato o de cualquiera otro orden, deban localizarse en especiales sectores de las respectivas ciudades o pueblos.
