Los servicios a que refiere el artículo 1º se subordinan, en lo internacional a las disposiciones de la Unión Internacional de las Telecomunicaciones, y a los eventos o acuerdos celebrados o que se celebren. En lo interno , a las disposiciones contenidas en leyes especiales y a los reglamentos del gobierno concordantes con éstas, sin perjuicio de aplicar también, en cuanto sean compatibles con la ley, las disposiciones internacionales.
