Cualquier normativa que expidan las autoridades ambientales o las entidades territoriales en materia de residuos o desechos peligrosos, deberá ser motivada y estar sujeta a los principios de armonía regional, gradación normativa y rigor subsidiario, de acuerdo con lo establecido en el artículo 63 de la Ley 99 de 1993.
