El Instituto tendrá un Secretario General quien será a la vez Secretario de la Junta Directiva y autorizará con su firma los, actos de ésta y del Gerente General. El Secretario tendrá a su cargo y bajo su responsabilidad llevar y custodiar los libros y documentos de la Junta Directiva y cumplirá las demás funciones que la Junta o el Gerente General le asignen.
