No habrá en el Presupuesto partida alguna de egreso o gasto indefinido. Para el pago de comisiones o asignaciones eventuales y otros gastos semejantes, se presupondrá siempre una cantidad, calculando su monto sobre lo que deban producir las ventas de bienes o efectos de la Nación o la recaudación de las rentas sobre que deba pagarse una asignación eventual, o la suma que debe servir de base al gasto.
