Artículo único. En los municipios del Estado soberano del Cauca, en donde no se le dió inversion a la parte que les tocó del ausilio decretado por la lei 7.ª de 1878, el Poder Ejecutivo lo destinará al fomento de la Instruccion pública primaria del respectivo municipio, prefiriendo la compra de local i mobiliario para escuela de niñas si no los hubiere.
