Artículo cuarto . La Junta Directiva de la Corporación estará integrada por siete miembros, a saber: el Ministro de Hacienda y Crédito Público, el Ministro de Fomento, dos miembros nombrados por el señor Presidente de la República, un miembro designado por el Gobierno Nacional, de listas remitidas por las asociaciones de industriales, y dos por los accionistas privados.
