Las funciones relativas al otorgamiento de concesiones y licencias, lo mismo que las de vigilancia y control sobre el cumplimiento de las disposiciones forestales seguirán adscritas al Departamento de Tierras del Ministerio de la Economía Nacional. En consecuencia, el mismo Instituto de Fomento Forestal deberá acudir a aquella entidad para obtener concesiones o licencias cada vez que desee explotar bosques públicos o privados.
