Artículo primero. La Nación colombiana rinde tributo de admiración a la memoria del Profesor Luis López de Mesa en el centenario de su natalicio a celebrarse el 12 de octubre de 1984, quien fuera hombre de letras, insigne servidor del Estado en cargos diplomáticos, Ministerios y quien por su extensa obra, merece el reconocimiento unánime de los representantes de la cultura.
