Las importaciones de que trata el artículo anterior se harán con sujeción a los cupos señalados por la Comisión de Estupefacientes de las Naciones Unidas o la entidad que haga sus veces, debidamente amparadas con los certificados expedidos por la respectiva entidad nacional, los cuales deberán coincidir con los certificados equivalentes expedidos por el país de exportación.
