Las funciones encomendadas a la extinguida Comisión de Especialidades Farmacéuticas por las leyes 11de 1920 y 116 de 1937, serán desempeñadas conjuntamente por el Departamento Jurídico del Ministerio de Higiene y por el Instituto Nacional de Higiene Samper & Martínez. Esta última entidad rendirá los conceptos técnicos, a los que se ceñirá el Departamento Jurídico para expedir o negar las licencias solicitadas para importación, preparación y venta de drogas, alimentos y cosméticos en el territorio nacional.
