El Gobierno podrá nombrar empleados supernumerarios en las Aduanas y Resguardos de la República con las mismas asignaciones de los empleados de número y por tiempo limitado, teniendo en cuenta el aumento o disminución del movimiento de importaciones y exportaciones de cada Aduana.
