Para hacer efectivo este impuesto el Gobierno deberá celebrar previamente con el Instituto Nacional de Aprovechamiento de Aguas y Fomento Eléctrico un contrato por medio del cual se autorizará a dicha entidad para recaudarlo, con la obligación de invertir su producto en las obras de que trata esta Ley, distintas de las de electrificación.

Parágrafo

El contrato que celebre el Gobierno con el Instituto, de acuerdo con lo establecido en este artículo, no necesitará de ulterior aprobación del Congreso.
