Art. 1.° Las disposiciones de la Ley 22 de 1871 , sobre policía de las fronteras, se aplicaran no solo cuando haya estallado la guerra civil en una Nación vecina, sino cuando ella se prepare públicamente y cuando por este motivo el respectivo Gobierno solicite el cumplimiento de los deberes de la neutralidad de Colombia, para evitar que tales preparativos sean secundados en territorio de la República .
