La supervisión del cumplimiento de las normas adoptadas se efectuará por el Ministerio de Fomento y por las entidades oficiales que por razón de sus funciones les corresponda ejercer este contrato. Para este fin los industriales y comerciantes estarán obligados a permitir el acceso a sus establecimientos de los funcionarios debidamente autorizados, quienes podrán seleccionar para la investigación del caso las muestras estrictamente indispensables. Estas muestras se entregarán bajo recibo duplicado firmado por el industrial o comerciante y serán devueltas cuando por la índole de la muestra sea factible realizarlo.
