Ninguna obra se podrá iniciar sin que el contrato respectivo esté perfeccionado incluyendo pago de impuesto de timbre y derechos de publicación, certificado de reserva y fondos expedido por la Auditoría Fiscal, si su cuantía lo exigiere y el cumplimiento de las demás disposiciones vigentes relacionados con el respectivo contrato.
