La restricción de estupefacientes adherirá a cada envase, antes de la salida del almacén del instituto nacional de higiene "Samper Martínez", una etiqueta oficial, según modelo que servirá de garantía con respecto al producto. Los que fueren hallados sin la respectiva etiqueta falsa o con modificaciones en su texto, serán considerados como de tráfico ilícito y como delincuentes traficantes sus poseedores.
