Toda demanda, en asunto contencioso, debe ser presentada personalmente por la parte o por su apoderado o representante al Secretario de la autoridad a quien se dirige, o aun Juez y un Secretario de la residencia del que la presenta, para que certifique sobre la presentación personal.
