"Artículo 31. Reparaciones a las naves. Mientras las naves estén atracadas a los muelles, no se podrán realizar reparaciones a las calderas, maquinaria o mecanismo que impida a las naves movilizarse por su propia fuerza al momento que se le ordene y de consiguiente los vapores deberán tener suficiente presión en sus calderas para cambiar de sitio al momento o dirigirse al fondeadero en caso de necesidad.
