Del programa general de compras . De acuerdo con la reglamentación que al efecto expida el Gobierno Nacional, las entidades a que se refiere el presente estatuto deberán elaborar anualmente un programa general de compras, que incluirá todos los bienes que requieran para su funcionamiento y organización y servirá de base para efectuar compras al por mayor.
