Art. 299. Los premios de que trata este plan orgánico serán distribuidos en una sesión pública, que tendrá lugar con este fin y que presidirá el Gobernador del Departamento. Asistirán también á ella los superiores de la Escuela, y serán invitados los altos funcionarios del Departamento, las personas más notables del lugar por su saber ó inteligencia, y los padres, familias ó guardadores de los alumnos.
