Art. 30.° Recibidos los documentos de que trata el artículo 28, la Junta electoral de la cabecera del Departamento electoral hará el escrutinio de los votos emitidos por las municipalidades, declarará la elección y la comunicará á los elegidos, al Ministerio de Gobierno y á los respectivos gobernadores.
