Los Jefes de la Sección de Leyes y el Jefe de Historia de las Leyes, de ambas Cámaras, tendrán a su cargo la tarea que realizaran en consulta con las Mesas Directivas del Senado y de la Cámara de Representantes y con los dignatarios de las respectivas Comisiones Constitucionales, de organizar la Biblioteca del Congreso y seleccionar las obras de consulta cuya adquisición deba solicitar al Gobierno.
