El Gobierno Nacional, con el concurso del Gobierno de Santander y de la Academia Colombiana de Historia, organizará los actos públicos que deben celebrarse en honor de tan meritorio colombiano.
El Congreso se hará representar en dichos actos por sendas comisiones de la Cámara y del Senado, designadas con tal fin.
