Las funciones a cargo del Instituto Nacional de Vivienda de Interés Social y Reforma Urbana, Inurbe, relacionadas con la administración, terminación y liquidación de actos, contratos y operaciones iniciados por el Instituto de Crédito Territorial con anterioridad a la vigencia de la Ley 3ª de 1991, serán desempeñadas por una Unidad Administrativa Especial liquidadora que organizará al efecto el Gobierno Nacional.
