°. Instrumentos para el fomento de proyectos productivos. El establecimiento de las Zidres habilita al Gobierno nacional, a través del Ministerio de Agricultura y Desarrollo Rural, para orientar y focalizar estímulos e instrumentos de política a los proyectos productivos que se suscriban en esta. El fomento de los proyectos productivos tendrá en cuenta los principios de coordinación, concurrencia y subsidiariedad que preside las relaciones entre los distintos niveles territoriales, previstos en el artículo 288 de la Constitución Política de 1991.
