Corresponde á los Gobernadores departamentales dictar todas las disposiciones del caso para la realización de la obra mencionada, por administración ó por contrato, sin poder dar á los fondos destinados á ella otra inversión.

Si la obra se realizare por contrato, éstos se someterán á la aprobación del Gobierno. En todo caso el Gobierno ejercerá la debida inspección sobre los trabajos que se efectúen en ejecución de la presente Ley.
