Los dineros provenientes de las regalías de que trata el artículo anterior seguirán entregándose al Ministerio de Obras Públicas y Transporte, -Fondo Vial Nacional-, con destino a la construcción, reconstrucción, rectificación y pavimentación de la carretera San Juan del Cesar - Riohacha, siguiendo el trazado efectuado por este Ministerio. En caso de sobrantes, éstos se destinarán a las carreteras nacionales ubicadas en el Departamento de La Guajira, según plan que fije el mismo Ministerio. Artículo
