Artículo décimo. El Gobierno y el Banco de la República acordarán la reforma de los Estatutos de la institución, con el fin de establecer, como dependencia de la Junta Directiva de aquel Instituto, un organismo especializado que tenga a su cuidado el estudio de las medidas monetarias, de crédito y de cambios que requiera el adecuado desarrollo de la economía nacional.
