Art. 1.º Mientras se reciben del extranjero las estampillas fabricadas conforme al artículo 18 del decreto ejecutivo que por esta ley se reforma, se usarán respectivamente las estampillas que se han puesto en circulación hasta ahora por el Poder Ejecutivo, y de los documentos que se usen tendrán validez como si llevaran aquéllas. El Gobierno fijará con la anticipación conveniente el día en que deben empezar á usarse las estampillas de nueva emisión.
