Extiéndese a favor de los Fondos de vivienda de Interés Social y Reforma urbana el derecho de preferencia establecido en favor de los Bancos de Tierra por la Ley 9a de 1989. Este derecho será ejercido por los Fondos con respecto a los inmuebles necesario para cumplir su objeto y ejercer sus funciones.
