Art. 21. Restablécese la Escuela Nacional de Minas de Medellín, costeada por la Nación, con el objeto de formar ingenieros científicos y prácticos capaces de dirigir con éxito la exploración y explotación de minas.

El Gobierno determinará las asignaturas que deben formar esta Escuela, y dictará el reglamento que en ella ha de observarse bajo la inspección inmediata del Gobernador del Departamento.
