Campo de aplicación. Las normas contenidas en el presente Título aplicarán de manera integral a los municipios de quinta y sexta categorías, señalados en el Decreto-ley 893 de 2017.

Así mismo, el presente Título se aplicará a los municipios de categorías especial, primera, segunda, tercera y cuarta señalados en el Decreto-ley 893 de 2017, con excepción de lo regulado en materia de requisitos, los cuales se regirán por lo señalado en sus respectivos manuales de funciones y de competencias laborales.
