Dispónese la erección de un busto en bronce con la efigie del señor Teniente Coronel Honorario Herbert Boy, pionero de la aviación colombiana, con la siguiente leyenda: "EL CONGRESO DE COLOMBIA A LA MEMORIA DEL TENIENTE CORONEL HONORARIO HERBERT BOY", el cual deberá ser colocado en las instalaciones del Grupo Aéreo del Sur, Unidad de la Fuerza Aérea de la cual fue su creador, e inaugurarse en ceremonia especial al cumplirse el primer aniversario de su deceso.
