Los acuerdos mensuales de que trata el Decreto numero 814 de 1915, para la

autorización de gastos, son obligatorios, y no podrán autorizar gastos, por suma mayor del computo mensual de rentas que para tales acuerdos debe presentar el Ministro del Tesoro, todo dentro del Presupuesto y dando cumplimiento al artículo 1° de la presente Ley.
