° Definición de hogares que carecen de recursos suficientes. Se entiende que carecen de recursos suficientes para obtener una solución de vivienda, aquellos hogares con ingresos totales mensuales iguales o inferiores a cuatro (4) salarios mínimos legales. No obstante lo previsto en el inciso anterior, el Instituto Nacional de Vivienda de Interés Social y Reforma Urbana, Inurbe, y la Caja de Crédito Agrario, Industrial y Minero, previa consulta al Consejo Superior de Desarrollo Urbano, Vivienda Social y Agua Potable, podrán establecer otras metodologías para determinar los hogares que carecen de recursos suficientes para obtener una solución de vivienda de interés social.
