El Consejo Directivo debe reunirse en uno de los diez primeros días de cada mes, o cuando sea convocado extraordinariamente por el Rector o el Ministro de Instrucción Pública. No podrá ejercer función alguna sin la asistencia de tres de sus miembros por lo menos; en sus acuerdos y resoluciones procederá por mayoría absoluta de votos; el Secretario tendrá en el Consejo voz pero no voto.
