El Consejo de Ferrocarriles atenderá a los gastos que demande dicha obra con los fondos comunes de las empresas que administra o mediante la contratación de un empréstito especial con tal fin para la cual queda autorizado por esta Ley, ciñéndose a los requisitos establecidos para tal clase de operaciones.
